I've tried any number of workarounds including booting the new Mac in target mode attached to a MacBook Pro running El Capitan (and on which the licensing tool worked just fine.) The licensing tool works but creates the licensing files in the Library of the MacBook Pro, not the new iMac. But when I try to change the magnification or change the workspace background the app crashes. It loads normally and opens or creates files. Surprisingly, everything runs fine - except Photoshop. I manually copied the CS apps I had used on the old iMac from a Time Machine backup.
